2024 San Antonio Property Maintenance Code
The City of San Antonio prioritizes adopting the most recent property maintenance codes to meet the latest safety standards. These codes are updated every three years, and the Development Services Department (DSD) leads the process to ensure that our adopted codes align with national safety standards, the latest industry practices, and state laws. We are now ready to begin meetings with committee members and stakeholders to review and propose changes to the 2021 San Antonio Property Maintenance Code based on the International Code Council's (ICC) International Property Maintenance Code.
As we begin this process, there are some changes to the committees recently approved by the City Council to add transparency and inclusivity to this process:
The roles of non-board members appointed to the Building Standards Board (BSB) have been expanded to include voting
Non-board members will count toward a quorum
- Committees will comprise 4 to 6 members with alternates plus the addition of 4 non-appointed members OR one less than the number of board members
This code ensures residents and the community's public health, safety, and welfare. The SAPMC applies to all existing residential and commercial buildings and structures, establishing minimum standards for:
- Premises and structures
- Equipment and facilities, including lighting, ventilation, space, heating, sanitation, protection from the elements, live safety, safety from fire and other hazards, and for safe and sanitary maintenance
- Owners’ responsibility
- Occupancy of existing structures and premises
- Administration, enforcement, and penalties
Following City Code Section 6-51, the City’s Building Standards Board (BSB) established the SAPMC Committee. This committee will meet to review the current SAPMC and propose amendments. Once the committee completes its review, recommendations will be presented to the full BSB for review and consideration, ultimately going to the City Council for final consideration and approval.
